I feel fairly confident that it may not come from Congress-- it's looking like the White House may be the ones to pony up the funds. I'd be happy to take the "No from Congress" side, we can settle up over dinner in Vegas in March.
The problem is that there will be less conditions on the Big 3 if it comes from the White House.
